Daniel I.S.J. Rey-Bear, Partner
Dan advises and represents Indian tribes and Indian enterprises throughout the country in litigation, transactions, and governmental affairs concerning economic development, employment, financing, forfeiture, gaming, jurisdiction, land and trust acquisitions, sovereign immunity, taxation, and trust enforcement, as well as environmental regulation, permitting, assessments, and remediation.
Dan is a nationally ranked lawyer in Native American Law by Chambers and Partners and by Best Lawyers in America and ranked as a SuperLawyer in Washington State. He is also an Accredited Professional in Leadership in Energy and Environmental Design for Building Design and Construction (LEED AP BD+C) by the U.S. Green Building Council, and for over a decade served as an Advisor for the American Law Institute's Restatement of the Law for the Law of American Indians.

Timothy H. McLaughlin, Partner
Tim’s practice includes litigating tort claims, employment disputes, negotiating and advising tribal business entities on various matters from aquaculture development and joint ventures to expanding business portfolios. Tim is a member of the Navajo Nation and was raised on the Navajo Nation for most of his life. He is also married to a Colville tribal member. Tim is also Chairman of the Board of Directors for Navajo Transitional Energy Company, which owns the Navajo Mine and supplies coal to Four Corners Power Plant.
Before going into private practice, Tim worked at the U.S. Department of Justice Environment and Natural Resources Division on Indian water rights litigation in Oregon, Arizona, and New Mexico as well as repatriation of ceremonial items for tribes. Before that, Tim worked at the U.S. Environmental Protection Agency on regulatory jurisdiction over uranium mining and Treatment as a State under the Clean Water Act and the Clean Air Act.

Rick Eichstaedt, Partner
Rick advises Tribal governments and Tribal organizations on a variety of matters, including environmental and natural resource matters, energy development, land use, economic development, gaming, sovereign immunity, and litigation. In addition to his practice with Rey-Bear McLaughlin, Rick serves on the Washington State Growth Management Hearing Board. He previously served as Director of Gonzaga University’s environmental law clinic, representing organizations and individuals on a variety of environmental and land-use matters in Idaho, Oregon, and Washington.

Rick also previously served as the executive director of the Center for Justice, a Spokane-based public interest law firm. Rick started his legal career as a staff attorney for the Nez Perce Tribe in north-central Idaho. During his seven years with the Tribe, he worked on a wide variety of water right, environmental, natural resource, cultural resource, and treaty rights protection cases.

Brian McClatchey, Of Counsel
Brian’s practice involves tribal governance, economic development, gaming and business transactions, and other matters involving tribal, federal, and state law and courts. He previously was a Senior Attorney at a prominent California Indian law firm, and prior to that served as Policy Director for the Spokane City Council. Brian also was in-house gaming counsel for the Coeur d’Alene Tribe and later an associate at a large national law firm’s Indian law practice, where he worked on treaty rights litigation and tribal finance matters.
Brian also has served in the U.S. Navy, as Vice-President of the City of Spokane’s Plan Commission, member of the Spokane County Redistricting Committee, past President of the Idaho State Bar Indian Law Section, and founding member of the Spokane County Bar Association Indian Law Section. He also currently serves as Chairman of the Gaming Facility Oversight and Review Board for the Confederated Tribes of the Coos, Lower Umpqua, and Siuslaw Indians. Brian is a descendant of the Blackfeet Tribe of Montana.
